Answer: Outline Zoning Plans (OZPs) and Development Permission Area (DPA) Plans. Why not the others: - Occupation Plans and Building Plans: Building plans are approved by the Building Authority under the Buildings Ordinance; there are no 'occupation plans'. - Master Layout Plans and DMCs: Master layout plans are submitted for comprehensive development areas, and a DMC is a private deed; neither is a statutory plan type. - Land Grant Plans and Rating Plans: Grants are issued by the Lands Department and rating by the Rating and Valuation Department. Rule: The Town Planning Board prepares OZPs and DPA plans. OZPs zone land for uses; DPA plans cover areas not previously covered by OZPs, mainly rural.
