Answer: By Tuesday 24 November 2026, with the reasons and the suspension period. Working: The period is 21 days beginning on the date of the decision, so 4 November counts as day 1. 4 to 24 November inclusive = 21 days. The last day is 24 November 2026. Why not the others: - 18 November: that is a 14-day period, which is not the statutory period. - 4 December: that is one month, longer than the 21 days allowed. - Reasons only on appeal: reasons must be in the notice whether or not there is an appeal; the appeal period runs from the notice. Rule: Where section 30 powers are exercised, the Authority must, within 21 days beginning on the date of the decision, notify the licensee in writing with reasons and, for a suspension, the suspension period.
