Answer: Appeal by written notice to the Secretary within 21 days, to an appeal tribunal whose decision is final. Why not the others: - Court of First Instance within 14 days: Appeals go to an appeal tribunal drawn from the appeal panel. - Chief Executive in Council: Not the statutory route. - No appeal: Suspension is an appealable decision. Rule: A licensee may appeal against refusal, conditions, suspension or revocation, and disciplinary decisions, by written notice to the Secretary within 21 days; the appeal is heard by a tribunal of at least 3 members of the appeal panel, and its decision is final.
