Which applicant is most likely to be refused a licence as not fit and proper?
Answer: Ms B, an undischarged bankrupt. Why not the others: - A minor parking fine: The EAA considers all convictions, but a minor traffic matter is unlikely to make someone unfit. - Failing once before passing: Exam history is irrelevant once a pass is obtained. - Property management experience: Relevant experience is no bar. Rule: In deciding fitness, the EAA considers matters such as being an undischarged bankrupt, a recent composition with creditors, mental disorder, and convictions, particularly for dishonesty, fraud or corruption.
