Answer: It may be an offence to hold out as carrying on estate agency business without a licence. Why not the others: - Managers are exempt: There is no general exemption for building managers. - No commission: Doing estate agency work in the course of business, or holding out, can still be an offence. - Owners' corporation agrees: It cannot license anyone. Rule: It is an offence to carry on, advertise or hold out as carrying on estate agency business without an estate agent's licence.
